Study in Italy for the September 2027 Intake: Appointments, Scholarships, Funds & Documents

For years, Italy had the same story for Pakistani students. A student would get an offer letter, sometimes a scholarship, sometimes even a stipend, and still never reach Italy. The reason was the visa appointment. Slots were booked in advance by agents and resold on the black market for lakhs of rupees. Some families paid 8 to 10 lakh and their visas were still refused.
That has now changed. The Embassy rebuilt the system so that appointments go to genuine students who already hold a validated offer. This article is the written companion to our latest video, and it follows the same order: appointments, intakes, universities, English, scholarships, applications, documents, funds, and whether Italy is the right choice for you.
1. How the new appointment system works
The old system rewarded whoever could grab a slot. The new one rewards whoever is ready first. The sequence now looks like this:
You receive an offer letter from an Italian university.
You accept the offer.
You complete pre-enrolment on the Universitaly portal and the university validates it.
You enter the waiting list, which is ordered by the date your university validated your pre-enrolment.
The Embassy, working through BLS-Intiana, allocates appointments in that order.
The Embassy states that only students whose pre-enrolment has been validated by their university can submit a visa application at all. It also reminds applicants that they must permanently reside within the Embassy's consular jurisdiction.
What this means for you: the earlier your offer arrives and your pre-enrolment is validated, the earlier you join the queue. Agents who had no offers and no validated pre-enrolments have nothing left to sell. If anyone offers you a slot for money, treat it as a red flag. For the 2026/27 academic year the Embassy set 30 November 2026 as the visa submission deadline, and it announces the procedure again for each academic year, so watch its notices for 2027/28. 2. Intakes: why September 2027 needs action now
Italy has two main intakes. The fall intake starts in September or October. The winter intake starts in January or February.
The fall intake is the bigger one. More universities are open, more courses are available, and funding is easier to find. In the winter intake, the course you want may not be offered, or it may be offered without funding.
Because the appointment queue is still chronological and still takes time, our advice for the September 2027 intake is simple: assess your case now, not next spring. Your offer date decides your place in the line.
If you apply for the winter intake and your appointment does not arrive in time, your offer is not necessarily wasted. In many cases you can ask the university to defer it to the fall intake, and because your pre-enrolment was validated early, you stay ahead in the queue. Confirm the deferral rules with your university before you rely on this.
3. Public vs private universities
Italy has many public universities that teach bachelor's and master's programmes in English. Selection depends on the programme, but these are the ranges we see work in practice:
Bachelor's: an intermediate (FSc/A-level equivalent) result of roughly 65 to 75 percent gives you a fighting chance at a public university.
Master's: a CGPA of 3.0 or above gives you good chances at a public university in an English-taught programme.
Private universities are the fallback if you are not admitted to a public one and your budget allows it. Their tuition is comparable to the UK, the USA and Australia, starting from roughly 12,000 to 13,000 euros per year. Tuition at public universities is nominal, and in some cases it is waived entirely.
4. English: B2 is now compulsory for the visa
Before the appointment changes, many students were admitted on the basis of a Medium of Instruction letter, or without IELTS, and some reached Italy unable to follow lectures in English. Italy has now made the English requirement mandatory at the visa stage.
Even if your university admits you without IELTS, the Embassy still requires a B2-level certificate for the visa. Its checklist names IELTS and TOEFL, and the certificate must show B2 across all four skills: listening, reading, speaking and writing. A Medium of Instruction letter is not listed as an accepted substitute. Book your test early so it is never the reason your file is delayed.
5. Scholarships and funding
Italy is unusual because public universities charge very low fees, and several layers of funding sit on top of that. Each one has its own application and its own deadline, separate from your admission application.
Need-based regional scholarships (DSU). The right-to-study grant, known as DSU, is run by regional bodies such as DiSCo Lazio, ER.GO in Emilia-Romagna and DSU Toscana. If you can show with proper documents that your family income is low, the benefit can include a tuition waiver and a stipend. Pakistani applicants are normally assessed through an equivalent economic indicator called the ISEE Parificato, which is built from your family's income and asset documents, legalised and translated. That takes months, so start early.
Merit-based scholarships. Some universities award stipends of up to around 10,000 euros together with a full fee waiver, based on academic merit. Amounts and deadlines change every year, so use these as places to look rather than promises:
Politecnico di Milano runs merit-based international scholarships for master's students. For 2026/27 the top tiers were 10,000 and 8,000 euros gross, with tuition waivers, and the last application deadline was in May.
Politecnico di Torino lists scholarships and fee reductions for international students.
The University of Bologna publishes its International Talents scholarships for international students.
Italian government scholarships. The Italian Ministry of Foreign Affairs offers MAECI scholarships of 1,200 euros per month for master's, doctoral and some other programmes, applied for through the Study in Italy portal. Eligibility depends on the country list in each call. The 2026/27 call closed in March 2026, so watch the portal for the next one early in 2027.

6. The admission procedure
Italy has no centralised application portal. There is no equivalent of Uni-assist in Germany or Opintopolku in Finland. You apply on each university's own website, and each university has its own requirements, deadlines and application fee, which typically ranges from about 50 to 150 euros.
In practice the path looks like this:
Shortlist programmes at public universities that match your marks.
Check each university's requirements and deadlines, then apply individually.
Accept your offer and complete pre-enrolment on Universitaly.
Wait for the university to validate it, which places you in the appointment queue.
Receive your appointment and submit your National Visa (D) file.
7. Documents
For the D visa, the Embassy publishes a complete checklist on its visa information page. The basics every file needs are a passport, a photograph, your CNIC, your admission letter, health insurance, a motivation letter and proof of accommodation, along with the rest of the list.
Three rules catch many applicants. Pakistani documents need an Apostille, not only attestation. Documents must be in English or come with a certified Italian translation. And every document is valid for six months from its date of issue, so collecting everything too early can backfire.

8. Funds: how much to show and how to prove it
The Embassy's checklist sets the subsistence requirement at 10,179.85 euros per year, held in the student's own bank account. For Pakistani applicants that is roughly PKR 3.2 to 3.5 million, depending on the exchange rate on the day, so check the live rate.
Whose money it can be: yours, or money sent to you by relatives up to the fourth degree.
It must be in your account. A sponsor showing a healthy bank statement while your own account is empty does not satisfy the requirement.
If a relative sponsors you (an uncle, for example), expect to show their tax returns for the last three years, their bank statements and other financial documents proving they can support you for the full duration of your studies.
Not accepted: cash, bank guarantees, and guarantees from anyone outside the family unit.
History matters. The Embassy looks at the broader financial picture, not only the balance on the day or a large one-off deposit.
Scholarship funding from a recognised institution can count in place of the standard proof.
Start building this file months ahead of your appointment. A clean, consistent history is worth more than a bigger number that appeared overnight.
9. Is Italy the right choice for you?
Italy is a strong option if you want to study in Europe with a Schengen visa that lets you travel easily, if you want low tuition, or if you want to study on a scholarship and earn a stipend. The one big bottleneck, the appointment, is now fixed.
The process is also stricter, and that is a good thing. With B2 English mandatory and appointments tied to validated offers, the people who only wanted a route out, and did not intend to study, are no longer competing with you. If you are a genuine student with the right profile, you now have a clearer path to an offer, an appointment and a seat.
The trade-off is complexity. There is no unified portal, every university has its own deadlines, and each scholarship has its own application. That is exactly why a plan matters.
